The Evaluative State Institutional Autonomy And Re Engineering Higher Education In Western Europe

by Guy Neave, The Evaluative State Institutional Autonomy And Re Engineering Higher Education In Western Europe Books available in PDF, EPUB, Mobi Format. Download The Evaluative State Institutional Autonomy And Re Engineering Higher Education In Western Europe book, This vigorous study provides an alternative framework for reflecting on the changes in Western Europe's higher education systems over the past quarter century. Building from two basic concepts 6 the rise of the evaluative state and the shifts in meaning and definition of positional and institutional autonomy - it dissects the profound shifts in the external relationship between higher education, government and society. Changes in external relationships demands radical revision to the internal balance of power. Re-distribution of authority and responsibility re-define the functions thatboth institutional and positional autonomy are expected to assume. Drawing on rich data from France, Spain and Portugal, this book also examines the role in the rise of the evaluative state played by such pioneering systems as Britain, France and the Netherlands. It demonstrates the centrality the two key concepts have for higher education policy in Western Europe today and charts how autonomy has mutated from being of integral value in higher education to becoming an instrument of policy.

Governance Reforms In European University Systems

by Karsten Krüger, Governance Reforms In European University Systems Books available in PDF, EPUB, Mobi Format. Download Governance Reforms In European University Systems book, This book examines governance reforms in higher education in six European countries: Austria, Denmark, Finland, France, the Netherlands, and Portugal. It focuses in particular on the governance of the systems and institutions in these countries. The book shows that each of the national reform processes has been characterised by its own specific pathways embedded in the country’s specific socio-economic contexts and cultures, but also has a number of features in common with the other countries and processes. The first chapter of the book presents a conceptual framework to analyse the reform processes as an ’implementation game’ played by several actors with diverse interests. The second chapter describes the national reform processes of the six selected countries, giving a voice to the individual university rectors and officials who played an important role during the reform processes. Their stories constitute a vivid narrative of the government drivers of reform and of the rationales of the institutions as main partners in the reform processes. These narratives are analysed, complemented by, and contrasted with a review of the literature on the subject in the third chapter. The final chapter consist of concluding remarks and lessons learned.

Download Global Challenges National Initiatives And Institutional Responses book, In this book we aim to discuss and reflect on how HEIs are coping with the demands placed on them and how the various dimensions of change are intertwined. In particular, we aim to discuss the following questions: How do governance regimes steer higher education institutions? This part of the book focuses its attention on how higher education and research institutions operate under different governance regimes at international, regional and national levels, and how that context shapes governance and management arrangements at institutional level. How are institutions managing their quality and performance? This part deals with the systems institutions are developing to manage their quality and their wider performance to cope with the internal and external forces pressing them to constantly improve their levels of quality and wider performance in teaching, research and third mission. How are higher education professionals responding to the transformations? This part is devoted to investigate the ways academic and non-academic professionals working in higher education and research institutions respond to the transformations occurring in their organisations, and changes in practices and functions performed by those working in higher education. It also explores the implication of higher education transformations on students.

European Higher Education Area The Impact Of Past And Future Policies

by Adrian Curaj, European Higher Education Area The Impact Of Past And Future Policies Books available in PDF, EPUB, Mobi Format. Download European Higher Education Area The Impact Of Past And Future Policies book, This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. Globalization And Change In Higher Education

by Beverly Barrett, Globalization And Change In Higher Education Books available in PDF, EPUB, Mobi Format. Download Globalization And Change In Higher Education book, This book sets out political economy explanations for higher education policy reform in Europe in the initial decades of the 21st century. With a sustained focus on the national level of policy implementation, institutional change is considered in relationship to broader trends in economic development and globalization. Since the concept of a “Europe of Knowledge” was presented by the European Commission in 1997, the pursuit of global competitiveness sets the context for the international initiative of the Bologna Process that has created the European Higher Education Area (EHEA). Growing from 29 to 48 participating countries, there are three core explanations for change in the policy process: globalization (economic), intergovernmentalism (political), and Europeanization (social). As part of multi-method research analysis, this book presents qualitative case studies on Portugal and Spain to consider points of comparison, including national governance history and modernization of higher education institutions. The structure of government in these countries affects the policy reforms. Ultimately, the Bologna Process serves as a model for integration of higher education reform in other world regions. This book is essential reading for students, researchers, and policy makers in the fields of education, economics, and public policy.
